Columbus put itself on the smart-city map by winning something, and the most useful thing the atlas holds about it is what the winning bought. The 2016 US transportation department Smart City Challenge brought $40m in federal money plus $10m from a private foundation, and five years of connected-vehicle infrastructure, an open data platform and consumer mobility tools around it. Then the demonstration ended, and the city published the accounting: an app with about 1,100 downloads and 447 trips, a data platform agencies routed around, a driverless shuttle stopped after a passenger was injured. Few cities document their own grant-funded decade this plainly.

How Columbus got smart
In 2016 the US transportation department picked it for the inaugural Smart City Challenge — $40m in federal money plus $10m from a private foundation — and it spent five years building connected-vehicle infrastructure and consumer mobility tools around it. The trip-planning app that was meant to tie them together drew about 1,100 downloads and 447 trips, and the common-payment system was cut from scope.
The centrepiece was a data platform. The Smart Columbus Operating System went public in 2018, relaunched in 2019 and held over 2,000 datasets by March 2021, with the program's own analytics counting 58,784 users. What it never acquired was dependence: partner agencies kept answering data requests by hand instead of pointing people at it, and a peer-reviewed post-mortem found the platform was no longer accessible to the city's stakeholders by 2023.
The part everyone remembers lasted fifteen days. The Linden LEAP autonomous shuttles began carrying passengers on 5 February 2020 and were suspended after a rider fell during a hard stop at 7.1 mph; the federal regulator grounded all 16 of that vehicle type then operating in the country. It cleared them again within three months, and Columbus chose not to restart. The shuttles spent their remaining months delivering 3,598 food-pantry boxes.

The honest reading is not that the money was wasted — the connected-vehicle and open-data infrastructure was real — but that nothing built inside the city turned out to be load-bearing. When the federal grant ended, the platform went offline because no agency depended on it, and the pilot that ended was ended by its own operator rather than by a regulator. Columbus kept the brand as a smaller innovation lab; the useful export is the post-mortem.
