Alexandria's instruments are owned above the city and they arrive in the wrong order. A German-built control room has supervised the western grid since well before the 300,000 smart meters that would tell it where the power actually goes — 5,000 of them were in by June 2026 — and the water company opened a SCADA centre five months after announcing the loss figures it credits to new pipes rather than to sensors. The four sea-level gauges that make this the only Egyptian city reporting into the world monitoring network belong to a national research institute, and two of the four have gone silent. What the governorate does own is the response: in May 2024 Alexandria became the first Tsunami Ready community in Egypt and in Africa — a chain that ends in a human decision, while the seawalls going up against a rising Mediterranean carry no instruments at all.

How Alexandria got smart
Alexandria's oldest instruments watch the sea, and they are the ones with the most outside standing. Four Egyptian stations appear in the global sea-level monitoring facility run under UNESCO's oceanographic commission and all four are in this city, contributed by the national oceanography institute with the European Commission's research centre; two are radar gauges sampling every ten seconds and still transmitting in August 2026, while the other two last sent data in 2023 and 2025. In May 2024 the governorate, the institute and the beach protection authority met the twelve Tsunami Ready indicators — evacuation maps, a response plan, exercises — the first such recognition in Egypt and in Africa. A warning chain can be certified without a single automatic actuator, and this one is: the gauges feed a Mediterranean warning system and a governorate operations room, and what happens next is a human decision. The breakwaters going up along the Corniche carry no instruments at all, and no Egyptian body publishes a subsidence series for the city.
The grid and the water network both acquired their supervisory rooms before the measurements underneath them. A 2022 contract, financed by a foreign development loan, was to build two advanced distribution management systems for the city's electricity company plus a geographic information system and 300,000 smart meters inside thirty months; when the prime minister inspected the western centre in June 2026 it was running across twelve transformer stations, 56 distribution units and a hundred smart panels for roughly a million subscribers — and 5,000 of the meters had been installed. Buying the control room and the meters in one contract does not make them arrive together, and the meters are the half that would locate the losses the loan was signed to reduce.
The water company followed the same order and produced the clearest illustration of why it matters. Its control and command centre opened in July 2025, running supervisory telemetry on station pressures, a mapping layer over the network, a laboratory system and cameras behind six reporting lines around the clock. Five months earlier the chairman had already reported non-revenue water down from 37.2 to 23.5 per cent against a target of 19 — and credited pipe replacement, filter-water recycling, saving devices and prepaid meters, not the centre, which did not yet exist. Nothing published about that centre mentions district metered areas or minimum night flow, which is the measurement that actually locates a loss. The container terminals have the same shape from the other side: a terminal operating system, optical gates photographing every truck in and out, and no published go-live date and no productivity series from anyone.

Alexandria has built the rooms that supervise and is still waiting on the instruments that measure, and each of the open questions is a number somebody could publish. The electricity programme has 5,000 of 300,000 meters in the ground against a thirty-month contract signed in 2022, so the honest test is not whether the control centre works but when the measurement layer arrives that would let it find the losses. The water utility has a loss curve that fell before its control centre opened, credited to pipes, and no district metering to explain how any future fall would be located — a figure out of the new centre would settle it. And the sea-level network is the one part of the record with international standing, so the two gauges that stopped transmitting in 2023 and 2025 are a maintenance question with an unusually clear answer available: either they come back, or a certified warning chain is running on half the sensors it was certified with.
