Belo Horizonte let residents vote online for public works starting in 2006 — turnout fell from 173,000 to just 25,000 by 2011, and the digital vote was never renewed.
Belo Horizonte's real claim to a smart-city record is a decade old and mostly invisible: COP-BH, opened in 2014 alongside the city's BRT launch, still runs as the shared control room for 19 agencies and 5,000-plus cameras, with no independent audit of what it actually achieves. The newer layers are still being built as of 2026 — a citywide facial-recognition and plate-reading camera network feeding straight to the Federal Police, and AI-adjusted traffic signals rolling out after the BRT ran for twelve years on fixed timing. The city's most distinctive credential predates all of that: an online participatory budget it pioneered in 2006, studied worldwide, whose own voters drifted away from it — turnout fell by about 85% across four editions before it quietly lapsed.

Belo Horizonte began by asking. From 2006 the city ran OP Digital alongside the in-person participatory budget it had operated since 1993: any registered voter could choose one of four proposed public works for their region over the internet or by telephone. It ran four cycles, in 2006, 2008, 2011 and 2013, and is still cited in the e-participation literature as one of the earliest digital participatory budgets anywhere. Its own voters left it first — about 173,000 took part in 2006, 124,000 in 2008 and 25,000 in 2011 — and the digital cycle was not renewed after 2013. The whole participatory process was then suspended in 2017 and resumed only in 2024, in a purely in-person form aimed at favelas, with no online voting component at all.
In 2014 the city opened a corridor and a control room in the same season. MOVE began running in March over roughly 23 kilometres of dedicated bus lanes with a launch fleet of 428 buses, each reporting its position continuously to its concessionaire's control centre and feeding the transit authority's systems and, from 2015, a real-time arrival app. COP-BH opened that June, putting 19 public and private agencies — the transit authority, the municipal guard, civil defence, the military and civil police, firefighters, the gas and water utilities — into one round-the-clock room. A decade on it aggregates more than 5,000 cameras alongside traffic, weather and flood sensors and can redirect footage between agencies on demand, so a camera watching for congestion doubles as a flood-risk camera in heavy rain. No independent audit of response times, crime outcomes or false alarms has been published.
The lamps came next, and they came with a distinction worth keeping. A 20-year public-private partnership signed in 2017 — reportedly the first streetlight concession operationalised by a Brazilian state capital — replaced roughly 186,000 public lights with LEDs between October 2017 and October 2020, reaching full coverage. Over that sits a remote telemanagement layer on a radio mesh, letting a control centre dim, switch and monitor each fixture's energy draw and flag faults automatically. As of the concessionaire's own 2024 account, that smart layer reaches about 32,000 of the 186,000 light points. The reported 55 per cent cut in public-lighting electricity consumption, against a 45 per cent contractual target, is the concessionaire's figure rather than an audited one.
Twenty years after the participatory budget, the newest systems point the other way. Muralha BH, announced in October 2025, targets 8,000 cameras — 1,890 with 360-degree rotation, 2,650 reading number plates and 1,500 running facial recognition — at plazas, parks, health centres, schools and major roads, monitored through the same COP-BH room, with about 600 installed and tested in the first phase. The city does not run the matching itself: facial-recognition feeds go to a Federal Police platform that checks outstanding warrants and missing persons, and no accuracy, false-match or arrest figure has been published for either side of that arrangement. In May 2026, meanwhile, the city tested camera-based signal automation at nine intersections giving buses priority — twelve years after the BRT opened on fixed-time signals — before announcing a rollout across about half of the city's roughly 3,000 signals from that August.

Belo Horizonte's arc runs from asking residents which public work to build to routing a national facial-recognition pipeline through its own control room, and its accountability record has not kept pace with either end of that. The camera network is the sharpest case: outsourcing the matching to a federal agency does not remove the accountability question, it moves it to a body the city does not have to answer to, and nothing has been published about accuracy or outcomes on either side. Two measurable tests fall due in 2027. The adaptive signal rollout carries a projected 30 to 35 per cent cut in peak-hour travel time, which is the municipal government's own pre-deployment figure and can be checked against what the system actually does. And the lighting concession's telemanagement layer either grows past 32,000 of 186,000 points or it does not, which decides whether a citywide LED retrofit and a citywide smart-lighting network are the same project here. The participatory budget, meanwhile, came back in 2024 without the part this atlas was documenting.
