Houston's first BRT line cost $192.5 million and was forecast to carry 14,850 riders a day. Over more than 20,000 round trips since it opened, a bus has been at full capacity 11 times.
Houston is the fourth-largest US city and one of its least zoned and most sprawling — its smart-city record is correspondingly diffuse rather than strategic. There is no central smart-city office; instead, individual departments run their own systems on their own timelines. METRO's 2015 bus-network redesign is the strongest entry — a genuinely data-driven, citywide overhaul, though it fell short of its own ridership target. A four-government regional traffic center (TranStar) sits downtown, but the city only fully owns one piece of what happens inside it. A well-used bike-share network folded in 2024 when its nonprofit operator ran out of money, and the promised public relaunch still hasn't happened. The water utility is several years into a decade-long smart-meter rollout that is still racing to replace sensors faster than the previous generation fails. And after a 2019 petrochemical-terminal fire exposed gaps in air monitoring, the city's pollution-sensor network has grown mainly on stacked federal and philanthropic grants rather than its own budget line.

Houston's traffic operations have run since 1993 out of a building shared by four independent governments. TranStar pools more than 900 regional cameras, speed sensors and incident reports into one live picture for the city, the county, the state highway department and the regional transit authority — and the freeway message signs and ramp meters coordinated from that floor are owned by the state, not the city. The city's own signal timing group is based there too, and has been optimising arterial corridors since a first phase covering 225 signals in 2006-2008. The centre's reported 2023 benefit is large and specific: 15.9 million vehicle hours of delay offset, 455 million dollars, 29 million gallons of fuel, a benefit-cost ratio of 21.5 to 1 against 25.3 million dollars of operating cost. It is the benefit of a four-agency regional centre, published by that centre.
The 2010s brought the two things Houston tried on its own terms. A nonprofit launched Houston BCycle in May 2012 with 18 bikes at three docks and grew it past 150 stations, roughly 900 bikes and more than 300,000 rides in its peak year, publishing live bike and dock counts through an open feed the whole way. Then in August 2015 the transit authority did something rarer: it threw out the network, replacing a mostly peak-hour radial system — some routes unchanged since the 1920s — with an all-day frequency grid designed on an explicit split between ridership and coverage, and delivered with no real increase in operating budget. Sunday ridership rose about 30 per cent within a year; total bus and rail ridership rose 6.8 per cent by mid-2016, against a stated goal of 20 per cent in two years.
In 2020 three systems opened at once, and one forecast came apart in public. The Silver Line gave Houston its first true bus rapid transit corridor — median bus lanes, ten level-boarding stations, signal priority, five miles up Post Oak Boulevard, built by a management district rather than by the city and operated by the regional transit authority as route 433. Planning documents had forecast 14,850 weekday riders by 2020. The line opened straight into the pandemic and reached 231,000 boardings in its first fiscal year, 255,000 in the second, 299,000 in the third; a weekday average first passed 1,000 in January 2024, under seven per cent of forecast. In April 2024 the board cut frequency from a bus every 12 minutes to every 20, below the 15-minute headway the agency itself had identified as the federal rapid-transit standard. The same year gave the city FIRST, a bayou flood warning built for the health department by a university centre on federal pandemic funding, giving emergency managers up to two and a half hours of notice for hospitals, nursing homes and shelters on four of the city's roughly two dozen watersheds — and a 1.1 million dollar expansion of the air monitoring network after a petrochemical tank-farm fire in 2019 exposed what it could not see.
What followed is two backlogs. The water meter replacement began in 2021 across roughly 480,000 meters with a ten-year horizon; by December 2023 fewer than 85,000 had been swapped while more than 125,000 of the older remote-read sensors had already stopped transmitting, leaving some customers billed on estimates — and after a multi-year local news investigation into unexplained bill spikes, the council approved an 8.5 million dollar pilot in August 2025 to test 25,000 fully solid-state meters. The bike share did not get a second phase: the nonprofit posted more than 100,000 dollars of operating losses in 2022 against a ridership base that was 90 per cent recreational, and shut the system down on 30 June 2024 despite an emergency city grant the year before. The promised transit-authority relaunch has not materialised, which leaves Houston the largest city in the United States without a bike-share system.

Houston is the city where you have to establish who owns the hardware before you can read the number, and its two open questions are both ownership questions. The Silver Line performs exactly as engineered and runs near-empty because it was routed through offices rather than housing, and the frequency cut that followed was made by the operator on its own boarding counts rather than in a political fight; whether the corridor is restored to a rapid-transit headway or quietly kept below one is the thing to watch. The water programme has to outrun its own failure rate before it is an upgrade rather than newer hardware queued to fail the same way. Two smaller ones sit alongside: the air network has no dedicated city budget line and lives on stacked federal and philanthropic grants, and the bike-share relaunch remains an announcement.
