In June 2023 Harbin's state-owned City Investment Group (through its Chengan subsidiary) launched "Chengbotong," a citywide parking app built on vehicle-detection sensors, RFID and smart terminals across the city's roughly 436,000 off-street spaces and 1.4 million curbside spaces. The app refreshes occupancy data every 15 seconds, guides drivers to open spots, and lets them pay automatically via WeChat or Alipay; it is meant to eventually link with city and highway ETC. By 2025 the platform had added off-peak shared parking at government and institutional buildings (43 sites, 758 spaces in its first phase). The app manages what already exists -- Harbin's own data show an estimated 800,000-space shortfall against 1.3 million registered vehicles, a gap sensors alone cannot close.
