Heat Action Plan
May 2010 brought 1,344 more deaths than a normal May. The answer was not hardware: a forecast above 41°C now lands on a named officer's desk, and each colour band says who has to do what.
Ahmedabad's strongest smart-city work is not hardware but thresholds: after a May 2010 heat wave that killed an estimated 1,344 more people than a normal May, the city wrote South Asia's first heat action plan, in which a forecast temperature lands on a named municipal officer with defined duties — and it has a peer-reviewed mortality evaluation behind it, which almost nothing in this genre does. Its air quality index, built with the national SAFAR programme, copies the shape but stops one rung lower: a 'Severe' forecast produces a health warning, not a restriction. Everything else runs out of one building in Paldi, where the municipal corporation's smart-city company operates the command centre that also carries the bus fleet telematics, the drinking-water SCADA and the street-light dashboard.

The bus corridor came first, and the instruments came with it. Janmarg opened in October 2009 as India's first full bus rapid transit corridor, and from day one carried a location and communications unit on every bus, a driver console, passenger information displays at the stations and a fleet-management and ticketing control centre. The operator says it was the first Indian bus company to replace paper tickets with contactless smartcards, in January 2012. Sixteen years later the durable half is the unglamorous one: a locator on every bus reporting to one room, now covering the city bus fleet on the same backbone. The card that earned the first-in-India claim was discontinued at the end of 2025, while the operator's own older pages still list it as the way to pay.
In 2013 the city built the thing this atlas most often finds missing. After a May 2010 heat wave that peaked at 46.8 degrees and left an estimated 1,344 excess deaths, Ahmedabad wrote what the peer-reviewed literature calls South Asia's first heat-health action plan: the national weather service sends probabilistic maximum-temperature forecasts up to seven days out, a forecast band triggers a colour, and a named officer in the municipal health department converts each colour into specified actions — heat wards and rehydration corners in city hospitals, staff training, altered work and school hours. A pre and post evaluation published in 2018 found the all-cause mortality rate ratio at 47 degrees fell from 2.34 before the plan to 1.25 after it, an estimated 1,190 annualised deaths avoided; the authors call it a pilot evaluation and note the design cannot separate the plan from everything else that changed. The plan bought almost no sensing. What it built was an addressee.
Three years later the same city did the same thing with air and stopped one step earlier. The Air Information and Response Plan, launched in May 2016 with the national atmospheric-science programme, runs a health-based index from eight stations and publishes it on LED boards, by message, in an app and through a school flag programme that raises a colour matching the day's reading; the municipal officer issues a Health Alert at Very Poor and a Health Warning at Severe. The published plan assigns communication, coordination and capacity-building — and attaches no mandatory restriction to any band. The heat plan hands a forecast to an official with defined duties; the air plan hands it to the public as advice. Ten years on, no published evaluation says whether the alerts changed anyone's exposure.
The rest of the instrumentation sits at two different rungs of the same ladder, and the city is unusually easy to read on which. The drinking-water network reports flow and pressure from the treatment plants and 148 distribution stations into a SCADA system that alerts a named engineer when a parameter drifts, with the corporation reporting annual savings on electricity and chemicals and 23 million litres a day recovered — while a market notice from January 2026 records that only some sewage pumping stations transmit at all and that the pumps there are operated by hand. The street-light controllers cover about 25,000 lights, a small fraction of the stock, and produce the one number that only exists once lights can be interrogated: a burning ratio, reported as rising from 86 to 95 per cent, on an undated page. And the command centre in Paldi hosts the bus fleet, the water SCADA and the lighting dashboards together, which makes it the single point of failure for most of the city's instrumentation — and whose own pages cannot agree whether it watches 6,000, 7,000 or 7,200 cameras.

Ahmedabad is the clearest case in this atlas of the difference between measuring something and assigning it, and the city contains both halves of the comparison. Its heat plan is the rare entry where a threshold reaches a person whose job is to act, and it has an independent estimate of lives; its air plan runs the same colour bands into public advice and has no evaluation at all after a decade. The open questions follow directly. Whether the air plan ever attaches a duty to a band, which is the only difference between the two programmes. Whether the sewage network reaches the rung the drinking-water network has been on for years, since pumps opened by hand are the part a market notice had to disclose rather than the part anyone published. And whether the street-light burning ratio is ever dated and checked by somebody outside, because it is the single honest measure of whether the controllers do their job.
