Hyderabad's instruments are consistently ahead of the authority to act on them, and the city's own numbers say so. Of 334 signals covered by its modernisation project, 122 actually run the adaptive logic and 212 remain on the fixed-time controllers the upgrade was meant to replace, with no independent before-and-after published by anyone. The agency created in 2024 to stop encroachment on the city's lakes uses satellite imagery, drone photography and historical cadastral maps to re-establish each water body's boundary — 1,025 lakes need the work and detailed reports exist for twelve — while the camera network meant to enforce those boundaries was still on paper. The metro has run automatic train operation since 2017 with two drivers aboard. And the largest system of all, a state command centre able to watch about 100,000 cameras at once, has been operating since 2022 while the question of whether its facial recognition is lawful at all sits unanswered before a state high court.

The metro came first, and it set the pattern. Hyderabad Metro opened in November 2017 as one of the first elevated metro systems in India built on communications-based train control rather than older fixed-block signalling, letting the operations control centre supervise train separation and brake automatically if a driver errs. It runs in automatic train operation mode — with two drivers on board per train. The technology can support driverless running and the operator has not switched it on, which makes the operating decision, not the procurement, the thing that determines what a rider actually experiences.
From 2022 the city instrumented traffic and buses, and both entries come with their own asterisk. Camera-based adaptive signal control began going in at selected junctions using software developed by India's national advanced-computing centre, reading approaching traffic and adjusting green time, cycle length and offsets instead of running a timer — but of the 334 signals covered by the modernisation project, only 122 run the adaptive logic, the remaining 212 are older fixed-time controllers, and neither the corporation nor the software's developer has published a before-and-after measurement of travel time, delay or emissions. In August 2023 the state transport corporation launched Gamyam, giving bus riders live positions and arrival estimates, with panic buttons and cameras on new vehicles and a feature letting women request a stop anywhere between 7pm and 6am. By 2024 tracking covered around 4,170 buses, and no source outside the operator has checked the GPS uptime that makes any of it true.
The same year the state opened the room that watches everything. Its integrated command and control centre in Banjara Hills pulls in camera feeds, facial recognition and analytics and can monitor roughly 100,000 cameras at a time out of more than 900,000 installed statewide, most of them in Hyderabad. The independent evidence here is unusually specific and unusually uncomfortable: camera-density mapping by Amnesty International in two Hyderabad neighbourhoods found 53.7 and 62.7 per cent of the surveyed area under coverage, part of research that has described the city as one of the most surveilled in the world. A resident's public-interest lawsuit arguing that the state's facial-recognition use is unconstitutional and unregulated was filed in 2021 and, on the most recent reporting available, was still before the Telangana High Court.
The two newest systems both map faster than they enforce. The disaster-response and asset-protection agency created in July 2024 pairs metre-resolution satellite imagery, aerial and drone photography and historical cadastral maps with the national remote-sensing centre to re-establish the full-tank-level boundary of each water body — 1,025 have been identified as needing the work, detailed project reports exist for twelve, and by December 2024 the agency reported reclaiming about 200 acres across eight parks, twelve lakes and four government plots. The network of 950 lake-perimeter cameras with satellite geo-fencing alerts that is meant to hold those boundaries was still in planning. On the water side, the utility has run bulk transmission telemetry for years and only pushed monitoring down into the distribution network itself in a 2026 pilot in one neighbourhood, where digital flow meters and pressure sensors flag leaks, pressure drops and unauthorised diversions in real time; the utility reports losses there down 15 to 20 per cent and describes citywide extension as a plan.
