The Mayoralty of Baghdad's 'Baghdad — Citizen's Voice' app lets residents file photo-documented complaints about municipal services from their phones, routed to the mayoralty's service departments with case tracking; the mayoralty describes it as Iraq's first interactive government app. In April 2023 the mayor ordered every department to prioritise complaints arriving through the platform, with periodic responsiveness evaluations sent to the Council of Ministers rather than published. At a June 2026 digital-transformation conference the mayoralty presented the app, alongside newly digitised building permits and electronic water billing, as the core of its citizen-facing digitisation. The gap runs in the other direction: the mayoralty has not published complaint volumes, response times or resolution rates.
