Iraq's General Traffic Directorate switched on camera-based enforcement in Baghdad on 1 July 2025, issuing electronic fines from smart cameras at an initial five intersections and two arterial roads, with drivers checking penalties through the state 'Ain al-Iraq' app. The build-out plan covers 138 smart intersections plus 60 fixed and 40 mobile speed radars, installed in phases by a contractor for the Interior Ministry. The adaptive signal layer came a year later: trial operation at about 20 intersections across Karkh and Rusafa began on 8 March 2026, explicitly without recording violations during the test. The directorate is a national police agency, but the system runs on Baghdad's own intersections; as of June 2026 it reported monitoring as ongoing while publishing no violation or accident statistics.
