The operator is frequently the only party in a position to count what happened; the report exists, it is named on the entry, and it is public. What it is not is a measurement by somebody who could have published an inconvenient number. 470 of these entries carry a figure for what the project achieved, and every one of those figures was produced by the organisation it reflects on.
